Newport Coast, in short.

Newport Coast is the Irvine Company's master-planned hillside district at the south end of Newport Beach, built mostly in the 1990s and 2000s above Crystal Cove State Park. It grew out of a 1988 development agreement covering 9,432 acres and became part of the city on January 1, 2002. The 2020 census counted 10,294 people and 4,456 homes in its ZIP code, 92657. Most villages sit behind guard gates, each with its own association, around Pelican Hill's two Tom Fazio golf courses. As of September 2026, single-family listings asked about $3.5 million to $65 million, and condos and townhomes about $1.7 million to $7.5 million. Much of the district is in the state's very high fire hazard zone.

The Irvine Company's coast, built village by village

A 1988 master plan on the San Joaquin Hills, most of it behind a gate.

Newport Coast is the master-planned district on the San Joaquin Hills at the southern end of Newport Beach, between Corona del Mar and Laguna Beach. The Irvine Company built it under a 1988 development agreement with Orange County that covered 9,432 undeveloped acres. The community was a separate census-designated place until the city annexed it, effective January 1, 2002. That census-designated place had 2,671 residents in 2000; the 92657 ZIP code counted 9,741 people in 2010 and 10,294 in 2020.

Most of the neighborhoods sit behind guard gates on ridges above the state park. The city's association list includes Pelican Hill, Pelican Crest, Pelican Point, Pelican Ridge and Crystal Cove on the coastal side, and the Newport Ridge villages, Pacific Ridge and Ziani inland. In the middle are Pelican Hill Golf Club's two Tom Fazio courses and the 504-acre Resort at Pelican Hill, which opened in late 2008.

Most of the homes went up in the 1990s and 2000s, and active listings in September 2026 ran from 1994 construction to custom houses still being finished. With the gate come association dues, sometimes to two associations, special assessments on the tax bill, and some of the strictest fire rules in the city.

    Marriott has managed it since July 2024, and it's being renovated to relaunch as The Resort at Pelican Hill, a St. Regis Estate, in 2027.

Gated villages from custom estates to attached homes

Many owners pay dues to two associations, so read both budgets before you compare prices.

Newport Coast was built village by village through the 1990s and 2000s, so its housing is far newer than the rest of Newport Beach. Each village has its own association, its own design rules, and often its own gate. The look is consistent: tile roofs, stucco, and landscaped slopes kept up by the associations rather than by individual owners.

At the top are custom-lot estates in Pelican Crest, Pelican Hill, Pelican Point and Crystal Cove, on large view lots above the golf courses or the state park. The core is production single-family homes in the Newport Ridge villages and the Pelican neighborhoods. Condos and townhomes in several gated villages are the way in. Within any village, the view lots on the ocean side of a ridge carry the premium.

There isn't one umbrella association. Records attached to a 2006 city staff report put 1,656 homes in the Newport Coast Community Association and more than 1,000 in the Newport Ridge Community Association, with Pelican Point in neither, and Crystal Cove has its own master association covering 814 homes. Many owners pay a master association and a village association, and HOA dues on active listings in September 2026 ran from about $340 to $1,500 a month. Developer fees, assessment districts, and a Mello-Roos district paid for the roads, sewers, parks, fire station and Newport Coast Elementary, and the annexation deal directed $18 million, at $1.2 million a year, to reducing eligible owners' assessments. Read the tax bill and both association budgets before comparing prices.

Crystal Cove and the open space around it

A state park below the highway, and protected water past the tide pools.

Crystal Cove State Park is the district's front yard. The 2,791-acre park, established in 1979, runs 3.2 miles along the coast between Corona del Mar and Laguna Beach. Sandy coves and tide pools sit below the bluffs, and 2,400 acres of backcountry rise across the highway. Its historic district holds 46 cottages built as a seaside colony in the 1930s and 40s. Twenty-one opened for overnight stays in the first two restoration phases, and the Crystal Cove Conservancy has been adding restored North Beach cottages to the rental pool since November 2023. Day use runs from 6 a.m. to sunset, at $15, or $20 on peak days.

The water is protected too. The Irvine Coast Area of Special Biological Significance begins at Pelican Point and runs 3.4 miles down the coast to Laguna Beach, entirely inside the Crystal Cove State Marine Conservation Area. The Coastal Commission describes tide pools, kelp beds, and dolphin birthing grounds along this stretch.

Inland, Buck Gully's three-mile canyon separates Newport Coast from Corona del Mar, with a 2.55-mile trail open dawn to dusk and no dogs allowed. El Moro Canyon opens the park's backcountry at the Laguna end. The open space also brings fire risk. In July 2025 the City Council adopted the state's updated fire hazard severity zone maps, which raised the number of very-high-hazard parcels citywide from 2,825 to 4,247. By my read of the state's 2025 map, most of Newport Coast's hillside villages, Pacific Ridge and Pelican Hill included, are in the very high zone, and the high, moderate and unzoned pockets sit mostly in Newport Ridge and on lower streets near the highway like Sidney Bay Drive.

Everyday life in Newport Coast

Self-contained on the hill, with Corona del Mar and Fashion Island a few minutes down the road.

Errands stay on the hill. The Newport Coast Shopping Center on Newport Coast Drive has a Pavilions grocery. The Crystal Cove Shopping Center on East Coast Highway has restaurants and shops facing the ocean, with Mastro's Ocean Club at 8112 East Coast Highway. The city's Newport Coast Community Center at 6401 San Joaquin Hills Road has a gym lined for basketball, volleyball, and pickleball, beside Newport Ridge Community Park. The annexation agreement set aside $7 million for a center of up to 22,000 square feet.

Newport Coast is in the Newport-Mesa Unified School District, and the district's school locator assigns the hillside villages to Newport Coast Elementary at 6655 Ridge Park Road. The Crystal Cove community, on the slope just above Coast Highway, goes to Harbor View Elementary in Corona del Mar. Both feed Corona del Mar Middle and High School, the combined grade 7-12 campus founded in 1962. Sage Hill School, an independent school on Newport Coast Drive, opened in September 2000 with 120 students and now lists about 700 in grades 7-12. Confirm assignments per address with the district.

The 73 toll road runs along the district's northern edge, and Newport Coast Drive climbs straight to it, which is the fast route to Irvine, John Wayne Airport, and the 405. East Coast Highway runs to Corona del Mar and Fashion Island one way and to Laguna Beach the other. Coastal permits work differently here. A 2001 state law, SB 516, let the County of Orange keep running its certified coastal program for Newport Coast after annexation, and the city's 2017 Local Coastal Program doesn't cover it. In February 2026 the mayor wrote that the city plans to adopt its own program for Newport Coast, so ask the city's planning division which rules apply before a remodel.

What sets prices in Newport Coast

You're buying the gate and the view, and paying dues on both.

What Newport Coast has that the rest of Newport Beach mostly doesn't is newer houses behind gates, looking out over parkland nobody can build on. As of September 2026, about 50 homes were for sale. Condos and townhomes asked about $1.7 million to $7.5 million, and single-family homes about $3.5 million to $65 million, a spread that reflects villages built for very different buyers.

Attached homes are the cheapest way in, production houses in the Newport Ridge and Pelican villages are the middle, and custom estates in gated enclaves such as Pelican Crest, Pelican Hill, Pelican Point, and Crystal Cove are the top. Golf frontage, the resort next door, and a Crystal Cove address each add to the price.

I underwrite the full carrying cost, the way the district trades: price plus master and village dues, gate costs where they apply, and any special assessments on the tax bill. Add insurance for a very high fire hazard zone, which also brings defensible-space and disclosure duties. At the July 2025 hearing the city's fire marshal said there's no method yet for mitigation work to lower an insurer's risk score. And I pull comparable sales from the same village, not the whole district.
